Matt Walkom, the QRL/ARL Development Officer has accepted a position with the QRL in Brisbane. Matt will be leaving Mt Isa in the next two weeks and we are seeking expressions of interest for the position.

QRL/ARL DEVELOPMENT OFFICER
Purpose of Position (Position Summary)
In February 2005, the QRL Board of Directors endorsed the concept of divisional autonomy in terms of managing education and development.
Each Division operates as an entity within the QRL with central coordination/quality control provided by the Manager (Education and Development).
This Development Officer position is based in Mt Isa, has a dual QRL/ARL role and reports to the Division Manager, Northern Division.
The position is responsible for implementing the QRL’s and ARL’s Development Programs within the North-West and Gulf areas. Effective service delivery in these remote areas will require extensive travel and considerable time away from home. The officer will:
· Ensure the highest standards of education and training are maintained, · Develop and maintain networks to promote, develop and service the game, · Increase and develop awareness and acceptance of the game within the community, clubs and schools, and · Increase the participation of children playing some form of the game.
Key Responsibilities A. Education and Training Programs The Development Officer will organise and deliver Modified Games, Club Coach and Senior Club Coach Courses as required, conduct or provide for assessment of coaches seeking accreditation and conduct coaching updates.
The Development Officer will organise and deliver First Aid Officer Level 1 and Level 2 Courses and Sports Administration Courses as required.
B. Promotion, Recruitment and Participation In conjunction with other Divisional staff, the Development Officer will initiate and plan a regular series of Club Performance Reviews or Club Health Checks.
The Development Officer will be expected to display an innovative and energetic approach to promoting QRL/ARL programs in the Division and will represent the QRL/ARL at events, forums and stakeholder meetings.
Through the education of coaches and Club Coaching Directors the Development Officer will enhance the skill standard of players and coaches.
The Development Officer will support an increase in participation by; · Conducting School skill clinics, · Expanding Smaller Steps competitions, · Recruiting teachers and parents, and · Creating strong linkages between the school programs, Junior Clubs and Leagues.
C. General Activities The Development Officer will be expected to ensure that the Division is regularly updated on issues affecting the development of Rugby League locally, State-wide and nationally.
It is also expected the Development Officer will assist with the planning and operation of QRL Camps, holiday clinics and where practicable with the co-ordination of referees programs.
The Development Officer will develop and maintain a LeagueNet website and introduce and ensure the effective use of ARLD resources into the school system.
The Development Officer will be expected to report on outcomes to the Division Manager for preparation of reports to the Manager, Education and Development and the ARLD Schools Program Manager.
The officer will also meet on a regular basis with other state and national development officers to share ideas, develop new strategies and address problem issues.
Selection Criteria A Essential Criteria · Tertiary qualifications relevant to the delivery of education and training programs. · A sound knowledge of rugby league and demonstrated technical knowledge in relevant areas. · Demonstrated sensitivity, sound knowledge and understanding of Aboriginal and Torres Strait Islander societies, cultures and issues and proven ability to consult effectively with Indigenous people and organisations. · Sound people management and interpersonal skills. · Effective business management skills including strategic and operational planning skills. · Initiative, a team player and experience in basic computer functions. · Natural drive ‘to make things happen’, enthusiasm and high personal motivation for results. · Demonstrated effective skills in the delivery of education and training programs.
