 POSITION: Football Manager
REPORTS TO: CEO
DIRECT REPORTS: High Performance Mgr, Coaching & Development Mgr, Competitions Commissioner and Referees coordinator.
LOCATION: NZRL - Auckland
DATE: November 2009
POSITION PURPOSE:
The Football Manager will be responsible for providing leadership and guidance with respect to Rugby League Football to both the NZRL team and the wider rugby league community, and is overall responsible for ensuring the development of our game.

RESPONSIBILITIES:
Leadership and Development

 Lead and Develop the Football department team and empower them to be successful through ensuring focus is on delivering Game Plan initiatives.
 Continuously drive the development of our game in line with our Game Plan ie. Appropriate countrywide competitions, playing rules, camps, academies, etc.
 Ensure an effective communications and reporting process is in place in order to make timely and informed decisions.
 Conduct research with other relevant organisations to ensure NZRL are continuously using best practice methods in all we do.
 Continuously develop Football department staff to ensure they perform to the highest possible standard.
 Chair the appointments committee for all NZ residents appointments, and participate in all relevant Football Council meetings.
 Continuously work with appropriate Zone, Districts and Associates personnel to ensure all football activities, initiatives and KPI's are constantly driven and are of the highest standard.

High Performance
 Work with the high performance manager to ensure the High performance strategy is implemented inc research & benchmarking, talent identification systems, development programmes, etc.
Coaching & Development
 Work with the Coaching and Development manager to ensure the game development and increased participation objectives are achieved in line with our Game Plan.

Competitions
 Work with the Competitions Commissioner to ensure all competitions sanctioned by NZRL are conducted in accordance with appropriate competition rules and regulations and are carried out to the highest standard.
Referees
 Work with the Referees coordinator to ensure appropriate referees / touch judges are continuously allocated to NZRL games, and ensure retention and recruitment techniques are in place to increase participation.
Key Relationships
 Provide support and assistance to the National team selectors, Kiwis coach and Kiwis management team as necessary.
 Work with NZRL personnel on any initiatives that improve the practices of the NZRL Football Department and enhance NZRL's relationships with key stakeholders.
 Develop and maintain relationships with key external partners and providers.
 Develop and maintain relationships with personnel from other codes and countries to ensure NZRL is benchmarked against best practice models.
 Liaison with District and Zone Rugby League personnel to develop performance management plans and reporting procedures to monitor achievement of goals and objectives identified in the NZRL's Game Plan.
 Assist the NZRL Executive and Board with other tasks/projects as and when reasonably required, in consultation with the CEO.

Planning and Reporting
As part of NZRL's senior management team, the following Planning and Reporting is required:
 Weekly management meetings with relevant NZRL staff as per NZRL's management process.
 Written monthly reports including Key Performance Indicators established with the CEO.
 Both co-ordinate and participate in NZRL's monthly Newsletter to ensure complete transparency.
 Quarterly reports & presentations that summarise performance of "Game Plan" key initiatives with respect to Brand, marketing and communications objectives.
 Assist the CEO with annual and long term planning by providing recommendations and budgetary forecasts relevant to Brand, marketing and communications programmes.

Objectives -- Key Performance Indicators
Each year NZRL will set various objectives and key performance indicators (KPI's) in line with its Game Plan. In order to ensure continued focus on these objectives and KPI's the following will be carried out:
 Annual Goal setting in line with Game Plan leading to creation of a Balanced Scorecard.
 Monthly / Quarterly reporting against Scorecard.
 BI - Annual performance reviews with respect to on-going progress against objectives and KPI's.
